We sourced population and economic data from the U.S. Census Bureau, crime and law enforcement data from the FBI Crime Data Explorer, crime index score from USA.com, FEMA score from the Federal Emergency Management Agency, and the cost of living from the Best Places Cost of Living Index.

We analyzed the following factors and weighted them as noted:

  • FEMA index rating — 20% 

  • USA.com violent crime city safety rating — 10%

  • Median income — 5%
